Not Able To Enter Exchange Rate For Rate Type "User" During Non-Catalog Request (Doc ID 2380246.1)

Symptoms

During Non-Catalog request creation, when I choose Exchange rate type=User, Exchange Rate Date= sysdate,
and when I enter Exchange rate=2 (or any other number), and I push TAB to get cursor to another field (or I put cursor to another field by mouse),
the number from the field Exchange rate disappears and then I am not able to add item into cart.
