ACTUAL BEHAVIOR

Inventory Value Report - As of Date not working
When we run the Inventory Value Report with an 'as of' date (in the past) the report is using a quantity for that date but the cost is the cost for the date that the report is run. We are using the Average Cost Method. Is this the way it works or do we have to change something?
EXPECTED BEHAVIOR
-----------------------
Expect the report to use the cost that existed from the as of date.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run the Inventory Value Report
2. Use specific past date for As of Date
3. Observe the cost is the cost for the date that the report is run
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot get accurate data using the As of Date .
