Symptoms

On : 12.2.4 version, PROD of Inventory Transactions

When attempting to run Inventory transaction manager, the following error occurs and record stuck in Transaction open interface form

ERROR

Error.. in INV_LOGICAL_TRANSACTIONS_PUB.create_logical_trx_wrapper oracle.apps.inv.transaction.utilities.InvTrxException

Debug log shows -

STEPS
-----------------------
The issue cannot be reproduced at will with the following steps BUT can see the issue

1. Inventory responsibility > Navigate to Transactions > Transaction open interface
2. Choose organization
3. Query with item in issue
