Symptoms
When using an External Rate Engine (SMC3 Rateware/ Rateware XL) with Base and Master Rate Offerings are in CAD currency, the returned amount are in CAD yet OTM saves the amount in USD
STEPS

The issue can be reproduced at will with the following steps:
1. Set up for LTL rating (using SMC3 Rateware/ Rateware XL) for Canadian locations and Canadian Tariff
2. Do a RIQ for rate using Source and Destination Canadian locations for LTL rate
3. The soup message received from the external rate engine gives an amount in Canadian Dollars), but OTM log shows the same amount in OTM is in USD
