Justification Appears Twice In Action History After Unreserve

When a preparer enters a justification while approving and reserving a requisition (using AME), and the next approver unreserves the requisition, after the final approver has reserved and approved the requisition, this result in 3 actions being recorded in the action history:
For the last 'Approve' action the note field in the action history displays the justification entered by the preparer.
The expected behavior is that the justification entered by the preparer is not displayed in the action history for the approval action displayed by the final approver.
Steps to reproduce
1. As preparer create a requisition and submit it for approval, while approving it.
While doing so a justification is entered.
2. As the next approver unreserves the requisition and submit it for approval.
3. Finally as the final approver receive the approval notification and approve and reserve the requisition.
4. At this point the justification entered by the preparer is also displayed in the action history for the 2nd approval action registered against the final approver.
