New Parties Not Created Even When Profile HZ:Duplicate Allowed Is Set To Yes At Site Level

Symptoms

In 12.1.3, running Import Sales Leads does not create duplicate parties with profiles HZ:Allow Duplicates=YES.

With the following profiles set
HZ: Match Rule for Organization Duplicate Prevention : set with custom matching attribute where party name is set not to initiate DQM duplicate functionality.
HZ: Enable DQM Party Search : NO
HZ: Duplicate Allowed : Yes

Concurrent program - Import Sales Leads successfully run, DQM duplicate functionality is ignoring profile settings and new parties are not being created as expected.

Customer expecting the following outcome

Customer Name X - Contact A
Customer Name X - Contact B
Customer Name X - Contact C

What Occurs
============
Customer Name X

Contact A(Customer Name X) - party relationship
Contact A - Person

Contact B(Customer Name X) - party relationship
Contact B - Person

Contact C(Customer Name X) - party relationship
Contact C - Person
