Purchase Order Approval From Buyer Work Center Stalls Then Fails With "Error - Failure Of Server Apache" (Doc ID 2382516.1)

Symptoms

Submitting a purchase order for approval from the buyer work center fails with the following error message:

Error - Failure of server APACHE bridge

WFSTAT.SQL shows several minutes (in this example, 6 minutes) spent in the approval process. The majority of time taken is between these two actions in the po approval workflow:


Steps to reproduce:
1. Navigate to Buyer Work Center > Orders tab
2. Submit the purchase order for approval
3. Submission hangs for several minutes and eventually fails with "Failure of server APACHE bridge" error
