Error 'Some unit of measure conversions are not defined' Happens when Using PO_REQUISITION_UPDATE_PUB API to Add Line for Internal Requisition (Doc ID 2383275.1)

Symptoms

On : 12.2.4 version, Purchasing Processes

When attempting to use PO_REQUISITION_UPDATE_PUB API to add lines for internal requisition,
the following error occurs if item conversion type is set to ' Both' or' Item Specific'.

ERROR

Some unit of measure conversions are not defined
Cause: Some unit

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Go to Items form to set item conversion type as ' Both' or' Item Specific'.

2. Navigate to Purchasing responsibility>Requisitions to create internal requisition with one line.

3. Try to use PO_REQUISITION_UPDATE_PUB API to add new line for above internal requisition by populating the REQUISITION_LINE_NUM as '2' and ACTION_FLAG as "NEW" .

4. Then get below error and the line can't be added successfully:
  Some unit of measure conversions are not defined
 Cause: Some unit

5.Change the item conversion type to 'Standard', then the line can be added to the internal requisition successfully.
