Symptoms

On 12.1.3 version, Performance
not able to access the OSC WSDLs from E-Business Suite and have been using on premise without any issue since the last 3 years.
Started getting an error while accessing OSC WSDLs. it works in SOAP UI, but not through E-Business Suite and not able to keep data in sync between E-Business Suite and OSC:

ORA-29273: HTTP request failed
ORA-06512: at "SYS.UTL_HTTP", line 1130
ORA-29024: Certificate Validation failure
ORA-06512: at "APPS.XXOPX_WEBSERVICE_UTILITIES_PKG", line 39
ORA-06512: at "APPS.XXOPX_OSC_ACCOUNT_PKG", line 344
ORA-06512: at line 4


The issue can be reproduced at will with the following steps:
1. Attempt to access the OSC WSDLs from E-Business Suite.

The issue has the following business impact:
Due to this issue, users cannot access the OSC WSDLs from E-Business Suite.
