ACTUAL BEHAVIOR

When performing a Component Pick Release, not all move order are generated for all components.
This issue occurs even with available quantity for the component.

EXPECTED BEHAVIOR

Expect move order to be generated for available component.

STEPS

The issue can be reproduced at will with the following steps:
1. Responsibility: Work in Process
2. Navigation: Discrete->Component Pick Release -> Component Pick Release
3. Perform move transaction.
4. Can see not all Move order transaction was generated.
