Unable to Update Item Status From "Pending" to "Active" Manually Even After New Item Request Is Completed and Approved

Actual Behavior
The item:ITM_1234 is created via Excel Upload with New Item Request(NIR):N4321.
Now NIR:N4321 is completed and Approved as below.

Expected Behavior
"Item Status" should be able to update from "Pending" to "Active" manually.

Steps to Reproduce

  1. Create a item via Excel Upload with New Item Request.
