Sub-project Association Is Not Allowing A Project To Be Assigned To More Than One Project (Doc ID 2386918.1)

Symptoms

When trying to save a sub-project, receiving the following error: "You cannot create this task-subproject relationship. Project: &PROJ; Program: &PROG. The project is already linked to the program."

This was not an issue prior to applying the Delta 7 patch.
