Symptoms
On EBS 12.1.3 version, Viewing request output
Active Users program fails post migration of database and applications from OMCS to Oracle Public Cloud network.

REP-0118: Unable to create a temporary file.

REP-57054: In-process job terminated:Terminated with error:

STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to submit request form
2. Query and select the concurrent program.
3. Submit the request and the issue is observed.
