R12: XML Bursting Program Is Sending Email With Default Currency Separator

Symptoms
On E-Business Suite (EBS) 12.1.3 version, BI Publisher (formerly XML Publisher) Bursting
The XML Bursting Program Output shows different Default Currency Separator value in output.
While generating the AR customer Statement, the output displayed in the 'View Output' has the currency separator as per the country/local language.
But the PDF statement attached and sent in email through bursting program shows the currency format in Standard (English/US) format(Comma Separator).
For Example:
If the Language is set as 'French'.
The currency separator shown in the output from 'View Output' option is => 3 011,03.
Whereas, the currency separator shown in the PDF output attached in email which was delivered via the bursting program is => 3,011.03.
The Bursting Program is not changing the output generated as per the Local / Region settings of the USER who submitted the program from their corresponding location.
STEPS

The issue can be reproduced at will with the following steps:
1. Log into EBS application.
2. Select Receivables responsibility.
3. Submit standard or custom program with bursting control file attached to it.
4. The Currency Separator in the PDF Output sent through bursting program is not changing according to the customer's preferred language.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot generate the PDF output with correct format as per the preferred language.
