View Open Message Function Unavailable for Responsibility

Profile Option, OM: Show Process Message Flag, is set to Yes at the Site level.
When go to the Order Manager Responsibility, open the order and right click on View Open Messages, it is returning the error:
Add the function Sales Order: Process Messages to the responsibility menu and recompiled the menu, but still getting the same message.
What other function is needed in order to enable this View Open Messages Function ?
