Balancing Segment Values do not Appear In List of Values to Assign to Legal Entity (Doc ID 2388727.1)

Symptoms

The Balancing Segment Values (BSV) do not appear in List of Values (LOV) to assign to a Legal Entity. These BSVs have not been assigned to the Ledger.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate in accounting setup to Legal Entities
2. Select legal entity and attempt to add balancing segments, but no values are found in the LOV
