Symptoms

The customer is using Preferred Rates. They have found that if they Plan a single Order that Splits into three Shipments, the rate that is chosen is for Carrier A which is NOT a preferred rate. They are expecting that it will plan with Carrier B which is a more expensive rate but is a preferred rate. If the customer reduces the size of the order so it does not split into additional shipments, it plans correctly with Carrier B or if they plan the order that creates 3 shipments but constrain a Service Provider Profile that contains just Carrier A and B it will plan correctly with Carrier B.
