SFTP Test Connection Fails With Could Not Establish Connection Connection Timed Out Error

Symptoms
On : 11.1.1.9.0 version
SFTP connection test fails with the following error.
Though the connection test fails, SFTP delivery works fine.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to BI Publisher.
2. Click Administration link.
3. Click Delivery Configuration link.
4. Click FTP tab.
5. Create new SFTP delivery channel, fill the server, port, user information.
6. Click connection test. It fails with the above mentioned exception.
