R12: Inconsistent Data in PA_PROJ_ELEMENTS vs PA_TASKS with ERROR: Parent Tasks Cannot be Made Chargeable (Doc ID 2390250.1)

Symptoms

Chargeable Flag for parent task is showing 'Y' in PA_PROJ_ELEMENTS table whereas 'N' in PA_TASKS table. Due to this inconsistency workplan giving error while publishing.
We have noticed the situation for project P1 - task T1. This task is having lower tasks like T1.1.1, T1.1.2 .But in PA_PROJ_ELEMENTS chargeable flag for task T1 is 'Y'. Same in PA_TASK having chargeable flag 'N'

ERROR:
Project: 'P1';Task:T1 Parent tasks cannot be made chargeable.

STEPS:
1. Create a task in Project Management
2. Move/Indent the new task as a sub task.
3. Then publish the workplan
