ACTUAL BEHAVIOR

After upgrading to 12.2HRMSRUP10 and when trying to delete an objective on a RFC or Rejected appraisal receiving error JBO-26019.

When a user attempts to delete a goal after an appraisal has been returned for correction or rejected the JBO-26019 error occurs.

oracle.jbo.RemoveWithDetailsException: JBO-26019: Attempting to remove a parent without removing all children entities.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manager Self Service
2. Update Standard Appraisal
3. Try to remove an objective from the appraisal.
4. Error is reported.

Upgraded to 12.2 RUP 10.
