When attempting to increase or decrease in resource charge using 'Charge Time' function, the following error occurs.

"Work Order, Operation, Resource Code and quantity are mandatory for charging a resource....'

The issue can be reproduced at will with the following steps:
1. Work Order created using standard Oracle Form and with ‘Released’ status
  Responsibility = Enterprise Asset Management (EAM)
  Navigation = Work Orders-> Work Orders
  Create Org/Work Order one operation, operation 10
2. As a business practice – RESOURCES are added using CHARGE TIME function as there are
many resources to be charged.
  Responsibility = Maintenance Super User
  Query Org/Work Order, alter the resource charge
