Taxes disappear after applying BOE

Taxes should not disappear after applying BOE and whatever taxes we add extra
should remain intact 

The issue can be reproduced at will with the following steps:
1) Create a PO with currency as USD.Don't add any taxes (Example Quantity : 100)
2) Inspection Required.4-Way,Accrue at receipt checked
3) Create a BOE with currency as USD
4) Reference the PO created in Step 1 and add below taxes (Example Quantity : 100)


5) Change the currency as INR in the taxes screen
6) Confirm the BOE
7) BOE invoice gets created.Pay the same
8) Create Receipt1 (Example 40 Quantity)
9) Navigate to India Tax details ..No taxes will be there, as PO don't have
any taxes
10) Add atleast one custom tax so that system allows to apply the BOE created
in Step 3
11) Add GST_CUSTOMS tax ,change the currency as INR,Save
12) Navigate to Tools --> Receipt line application and select the BOE created
in Step3.Click on "Apply"
13) All the four taxes from BOE defaults to the receipt screen
14) Add Freight tax(Non recoverable) ,Click on Apply and Save
15) Confirm taxes.No issue observed
16) Create Receipt2(Example 20 Quantity) using same steps 9-15.No issues observed
17) Create Receipt3 for remaining Quantity(40).Redo Step 9-14
18) On Clicking on Apply and Save the four taxes that got defaulted from BOE
disappears and also
19) The value of freight tax gets changed to some junk value and even
recoverable tax flag also gets checked

The issue has the following business impact:
Due to this issue, users cannot do complete receiving
