After patch 25140542, view only function of PO_POXSCASL disabled

Problem Description
---------------------------------------------------
There is custom function defined for use in the Define Approved Supplier list form with a parameter of Query_only= "YES".
 Its purpose is to make the fields in this form inquiry only for a specific view only responsibility.

After applying patch# 25140542 found the function in no longer query only and permits updates to the fields


STEPS
-------------------
1. Create function xx_PO_POXSCASL with the parameter QUERY_ONLY="YES"
2. Assign function to an inquiry menu
3. Assign inquiry menu to a view only responsibility
4. Query item # from the view only responsibility, note update access to fields
