System Lov Without Values In The Form Item Instances

Information in this document applies to any platform.
System LOV has no values in create instance page.
The issue can be reproduced at will with the following steps:
1.Oracle Installed Base Agent User responsibility -> Query instance -> click on 'update'
2. Click on the 'Systems' field -> click find.
3. The LOV pops up with no values
