Symptoms

Adjustment entries generated by the new procedure POPULATE_PRC_ALLOC_ADJ and stored in FV_DACT_ACTIVITY_ADJ_AMOUNT are never included in the balances stored in FV_DACT_ENDING_BALANCES that are populated when the Federal File Creation is run with Save Ending Balances set to Yes.

The insert in FV_DATAACT_PKG.DACT_SAVE_ENDING_BALANCES procedure, the filter only includes balance_type = P or L.

It appears to be missing balance_type = 'A'.

The issue is that the Current Period Ending (CPE) balances in the 2018 DACT files are incorrect, and they are failing broker validation when the files are uploaded, because the DACT balances do not equal GTAS/SF-133. The current 2018 balances are only incorrect because the 2017 ending balances (which are used as 2018 beginning balance) are incorrect. So we need to correct the 2017 ending balances, or the 2018 balances will continue to be wrong.
