Tax Exception Not Working On Migrated Tax Group (Doc ID 2392775.1)

Symptoms

On : 12.2.6 version, Tax Calculation, Upgrade from 11i,

ACTUAL BEHAVIOR
---------------
The AR tax exception on tax group is not working on migrated tax group

The system is upgraded from 11i to Rel 12 and the tax group is not working properly after upgrade.

In 11i the tax group is applied and in Rel 12.2.6 for sales orders and transactions imported the tax details are not populated. The issue is reproduced while a manual transaction is created.
In Rel 12.2.6 the tax setup seems to be upgraded correctly under the Tax rules section, but are not honored in the tax calculation process.

EXPECTED BEHAVIOR

The taxes should be calculated as expected after upgrade.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Receivables Manager
2. Navigation: Transactions > Transactions
3. Create a new transaction

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, the transactions don't have the tax calculated as expected.
