Symptoms

On :  12.1.3 version, Wage Attachments/Garnishments

ACTUAL BEHAVIOR  
---------------
Have an employee that works in Hawaii and 25% is being deducted for Credit Debt deductions.  The Wage Attachment Exemption Rules shows 80% of disposable income as protected pay

EXPECTED BEHAVIOR
-----------------------
The system to deducted no more than 20% of disposable earnings for this employee that has three credit debt deductions

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Employee has three credit debt deductions
2. Employee works in Hawaii
3. Has 1642.01 in disposable income
4. See the system is deducting 25% of disposable earnings
5. Expect the system to deduct only 20% total for these deductions
