Authorized Delegate Can not see all users for field 'Credit Card Transaction Accounts'

1. the Authorized Delegate clicks on the 'credit card transactions tab'
2. there is a field called 'Transactions for Account' - the field 'Transactions for Account' will list all the employee's Credit Card for whom the Delegate can enter expense reports
3. there are many employees-credit cards missing from the list of values
