R12:OIE: Authorized Delegate Can not see all users for field 'Credit Card Transaction Accounts' (Doc ID 2393281.1)

Symptoms

'Transactions for Account' field, from Credit Card Rransactions TAB does not list all employees-credit cards

Steps to reproduce :
1. the Authorized Delegate clicks on the Card Transactions TAB
2. The field 'Transactions for Account' will list all the employee's Credit Card for whom the Delegate can enter expense reports
3. Notice that there are many employees-credit cards missing from the list of values
