'Edit Requisition' Link in Approval Notification Errors With 'You Do Not Have Enough Privilege To Access This Requisition' (Doc ID 2394541.1)

Symptoms

When clicking "Edit Requisition" link within Requisition Approval notifications from another operating unit the following error occurs:

Error: You do not have enough privilege to access this requisition

The same error occurs if choosing a CLM Responsibility and clicking "Edit Requisition" on a non-CLM Requisition Notification and vice versa. it also occurs with Confirm Receipt workflow notifications.


Steps to Reproduce:
 a. Log into the applications but do not choose any responsibilities yet
 b. Acknowledge worklist with CLM and non-CLM requisitions to view/act upon
 c. From the worklist (without going to any responsibilities) click on a CLM Requisition Approval Notification (subject hyperlink)
 d. Click "Edit Requisition"
 e. Exception occurs:
       Error: You do not have enough privilege to access this requisition
 f. Immediately Click Home on top right
 g. From the worklist click on another Notification (subject hyperlink) but this time related to Non-CLM Req
 h. Click Edit Requisition
 i. This time "Approver Shopping Cart" window appears saying "Requisition nnnnnn is open for editing"
