Symptoms

ACTUAL BEHAVIOR
---------------
Open Period concurrent request remains in status Pending/Standby and does not start.

The request diagnostics says below:

Administer Concurrent Managers / Concurrent Requests / Request Diagnostics
This request is waiting to be processed by the Conflict Resolution Manager.

This request cannot yet begin execution because other requests may conflict with it.
The Conflict Resolution Manager will determine when this request may begin execution.

EXPECTED BEHAVIOR

Expect to run Open Period concurrent request successfully

STEPS

The issue can be reproduced at will with the following steps:
1. Setup forms and programs
2. Open/Close Period
