Unable to Access XML Gateway ECXOTAInbound Page after Applying AD / TXK Delta 10 Patches

Symptoms

On : 12.2.4 version, Patch Application Issues

When attempting to access the XML Gateway Inbound URL http://ServerName+Domain/webservices/ECXOTAInbound after the successful application of AD / TXK delta 10 patches,
the following error occurs.

ERROR

The website declined to show this web page

  HTTP 403
Most likely causes:
  This website requires you to log in.
What you can try:
Go back to the previous page.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply AD / TXK Delta 10 patches via adop.
2. attempt to access the XML Gateway Inbound URL http://ServerName+Domain/webservices/ECXOTAInbound.
3. Apply the following workaround to restore access to the above noted XML Gateway Inbound URL:

Changes

 AD / TXK delta 10 patches were applied
