Getting Error This Page Can't Be Displayed While Creating or Adding Attributes In ItemSetup Workbench (Doc ID 2397360.1)

Symptoms

On : 12.2.3 version, User Defined Attributes

Trying to create a new attribute group, using the Setup Workbench, results in an error that the page cannot be displayed.

Error

This page can't be displayed

Steps

The issue can be reproduced at will with the following steps:
1. Development Manager > Setup > Setup Workbench > Attribute Groups > Create New Attribute Group
2. Create and Save a new Attribute Group
3. Create Attribute, enter data for the attribute definition, click Apply and get error message.
4. This page is delayed for 10 to 15 minutes, then get error page
