When attempting to run "Retropay (Enhanced)", the following error occurs on certain assignments.

Deadlock occurs on the following DML.
DELETE FROM PAY_RUN_BALANCES WHERE PAYROLL_ACTION_ID = :B2 AND DEFINED_BALANCE_ID = :B1
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Log in as HRMS Responsibility.
- Run "Retropay (Enhanced)".
(N) Processes and Reports > Submit Processes and Reports . Single Request - Process fails with the error.
