ORA-0060 Deadlock Occurs when Running Retro Process

Symptoms

Problem Statement:

When attempting to run "Retropay (Enhanced)", the following error occurs on certain assignments.

Error ORA-0060: deadlock detected while waiting for resource
ORA-06512: at "APPS.PAY_BALANCE_PKG", line 9456
ORA-06512: at "APPS.PAY_BALANCE_PKG", line 11222
ORA-06512: at "APPS.PAY_RETRO_PKG", line 2414
ORA-06512: at line 1
has occurred

 
Deadlock occurs on the following DML.

DELETE FROM PAY_RUN_BALANCES WHERE PAYROLL_ACTION_ID = :B2 AND DEFINED_BALANCE_ID = :B1

 

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

  1.  Login as HRMS Responsibility.
  2.  Run "Retropay (Enhanced)".
     (N) Processes and Reports > Submit Processes and Reports . Single Request
  3.  Process fails with the error.
