RMA Approval Notification Is Not Going to the Correct User

RMA Approval workflow notification is not going to the correct user, instead it is going to an inactive user.
When attempting to progress the RMA header, the following error occurs:
Error Message: 3205: 'ABCXXX_XYZXXX' is not a valid role or user name.
The issue can be reproduced at will with the following steps:
1. Order Management Super User responsibility
2. Navigate to Sales Order form
3. Create an RMA
4. Check the approval notification
