Unable to Convert a Legal Address to a Regular Address

Unable to convert a legal address to a local address.
1.Create new location TEST_ADDRESS with legal_address_flag=’N’.
2.Create new legal entity and register the legal entity with TEST_ADDRESS.
3.Legal_address_flag of location TEST_ADDRESS was updated to ‘Y’.
4.Then change the legal entity address to other address (TEST_ADDRESS_LEGAL).
Why legal_address_flag of TEST_ADDRESS was not updated to ‘N’? TEST_ADDRESS location no longer attached to any legal entity.
Is it an intended functionality?
As per the following note, The interface should be able to convert a regular address into a legal address or visa versa.
