Effective Date to Is Not Clearing When You Reverse a Termination

After applying <Patch 27143362>: CANCEL HIRE of EMPLOYEE.APPLICANT.EX-CONTINGENT WORKER FAILS, when reverse terminating an employee,
the employee's effective 'TO' date is still 31-MAR-2017 not reverting to the original NULL, it is holding the date of the termination.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Apply <Patch 27143362>: CANCEL HIRE of EMPLOYEE.APPLICANT.EX-CONTINGENT WORKER FAILS, when reverse terminating an employee,
2. Terminate an employee on March 31: (Actual / Last Standard Process / Final Process)
3. Reverse terminate the employee and the Person form show the effective date 'TO' date as 31-March-2018
