STEPS

The issue can be reproduced at will with the following steps:

1. Upgrading from 12.1.3 to 12.2.0

2. Merge the preinstall patches and driver file. (admrgpch -d . -preinstall -master u10124646.drv is successful)

3. Applying the 12.2.0 upgrade patch 10124646 with
adpatch options=nocopyportion,nogenerateportion
