ACTUAL BEHAVIOR

Order Number = 40005905, delivery_detail_id=11210350 is staged, but picked quantity=0, move order line is closed, but no move transactions in MMT
EXPECTED BEHAVIOR

the line can be progressed

1. create the sales order, pick release the sales order
