Symptoms

On : 11.1.1.3.0 version, Enterprise : Administration

Unable to start BIPublisher after server was shutdown unexpectedly due to powercut. It is not starting even after running the startup scripts.

The log file shows the below error:

Connection refused: connect. Could not connect to NodeManager
