Payroll Fails With APP-PAY-51118, ORA-01403 & APP-PAY-06881 in FF_DATABASE_ITEMS

Symptoms
When attempting to run payroll, the following error occurs in the process log.
HR_51118_HRPROC_ERR_OCC_ON_ASG
ASGNO <assignment number>
APP-PAY-51118: Error was encountered when processing assignment <assignment number>
HR_6881_HRPROC_ORA_ERR
SQLERRMC ORA-01403: no data found
TABLE_NAME ff_database_items
APP-PAY-06881: Error ORA-01403: no data found has occurred in table ff_database_items at location <location number>
Cause: an oracle error has occurred. The failure was reported on table ff_database_items at location <location number> with the error text ORA-01403: no data found
Action: Please contact your support representative.
