Not able to add Categories with different Administrator Groups to multiple courses. (Doc ID 2398518.1)

After creating a course which needs to be assigned to more than one category, it is found the List of Values (LOV) shows only one category (Primary).
Valid date ranges for the categories are available in the catalog (Course is after the Category start date).

Expect to see more than one category available in the LOV

The issue can be reproduced at will with the following steps:
1. Learning Administrator
2. Create a Course -> Click on Add Categories -> Click on Search
3. Only the primary category is available.
