ACTUAL BEHAVIOR
---------------
 Order Fulfillment transaction not erroring out even if the instance reference not entered in installation details for a bill-only line.
New instance is being created for items which are serialized at sales order issue.

EXPECTED BEHAVIOR
-----------------------
Order Fulfillment transaction should fail when instance reference is not entered in installation details.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
 1. Create a Sales Order with bill only line for a shippable item.
 2. Book the order line without entering instance number in installation details.
 3. The fulfillment transaction creates new instance.
