Symptoms

On : 12.1.3 version, Concurrent Manager Issues

Concurrent Managers are Crashing Soon After Startup.

Seeing the following errors in ICM log:

Starting concurrent program FNDRSSTG for concurrent request 150506381 (MODULE=FNDRSSTG)
26-APR-2018 14:40:12 - AFPMGRCONNSTR- connstr parameter passed=ebso
26-APR-2018 14:40:12 - AFPMGRCONNSTR- manager's current TWO_TASK=ebso
26-APR-2018 14:40:12 - Reconnecting after stored procedure with TWO_TASK=ebso
26-APR-2018 14:40:12
  Manager disconnecting, set PROCESS_STATUS_CODE to C
26-APR-2018 14:40:12
  Dropping current connection
Routine AFPCSQ encountered an ORACLE error. ORA-12545: Connect failed because target host or object does not exist.

Review your error messages for the cause of the error. (=)

Shutting down Concurrent Manager : 26-APR-2018 14:40:12
ORA-01012: not logged on



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Start concurrent managers.
2. Disconnect unexpectedly occurs and error observed in ICM log file.
