Uploading WebADI Document with 30000 Rows Results in a VBA Error 'Run-time error '75'' (Doc ID 2399875.1)

Symptoms

On R12.2.6 environment, after applying patch25486571, when OOXML is enabled (BNE: Enable OOXML Standard profile set to Yes),
when uploading a WebADI document with 30000 rows results in a VBA error as follows:

Run-time error '75'
The specified <PATH>/<FILE> name cannot be accessed or is invalid


Steps to reproduce the problem:
1. Confirm the BNE: Enable OOXML Standard profile is set to Yes.
2. Create Document with any Integrator (Standard or Custom)
    eg. Integrator: 'General Ledger - Journals' with parameters, Viewer: Excel 2013, Reporting: No, Layout: Functional Actuals - Single, Content: None
3. Enter 30000 rows of data or more, click from menu, Oracle -> Upload.
