CRM Issue With Attached Documents

On CRM > UWQ > Service requests > Select any Service Request and click on the "Document Catalog" button.

ALL documents can be view, not just those related to CRM.

Is there a way that can restrict attachments to be viewed by only certain responsibilities or OUs?
