Symptoms

Award Manager clicks Approve they receive a Notification stating "Funds Check failed (B)" and "Funds check failed while baselining the following Budget:".

from pa_budget_versions
where project_id = &project_id
and budget_type_code ='AC'
and version_number = 1;

There is no record with a budget_status_code = 'W'
