Fatal error: Command failed for target `frmbld' During Patch Process (Doc ID 2400416.1)

Symptoms

On : 12.2.4 version, Forms for App Technology

When attempting to rollback 22698265, the following error occurred.
The same issue occurs when applying patch 14825718 as well.

ERROR

OPatch found the word "fatal" in stderr, please look into it.
You may have to run the make again.
Stderr Output (from /xxxx/applmgr/fs1/EBSapps/10.1.2/.patch_storage/22698265/make_local.stderr):

ld: fatal: symbol referencing errors

make: Fatal error: Command failed for target 'frmbld'

OPatch encounters the following Make issues:
Error for command: cd /xxxx/applmgr/fs1/EBSapps/10.1.2//forms/lib32; /usr/ccs/bin/make -f ins_forms.mk install ORACLE_HOME="/xxxx/applmgr/fs1/EBSapps/10.1.2" 2>/xxxx/applmgr/fs1/EBSapps/10.1.2/.patch_storage/22698265/make_local.stderr

 

The following error can be found in make_local.stderr

STEPS

The issue can be reproduced at will with the following steps:
1. cd 22698265

2. opatch rollback -id 22698265

Due to this issue, users cannot complete to apply patch.
