Prevent User To Complete Step If Required Process Instructions Are Not Completed in MES (Doc ID 2401100.1)

On Application Release 12.2.5:

Currently, when, for a related batch steps, there are mandatory process instructions not yet completed in MES, user is still able to Complete the batch step within the Batch Steps form.

Further, when batch is about to be Closed, there is an warning message only, informing the user that there are mandatory process instructions not yet completed, but, still, user is allowed to go ahead with step closure.

It is being requested that the user should be prevented to Complete the batch step in the first place when there are mandatory uncompleted process instructions in MES.
