Cannot load library unit APPS.OE_GLOBALS (referenced by OE_SALES_CREDITS_WINDOW)

Encountered form compilation error during patching 23283259.
Tried to compile manually, it gives the same error.

STEPS
The issue can be reproduced at will with the following steps:
1. Using ADADMIN > Compile library
2. Receive errors
3. Manual compile has same error
