NullPointerException Occurs when Saving Batch Line without Effective Date in PAY_BEE_SS (Doc ID 2401985.1)

Problem Statement:

When attempting to save batch line in Batch By Assignment page for existing batch, Effective Date is not defaulted, causing NullPointerException to occur.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

  1.  Login with Manager Self-Service responsibility.
  2.  Go to Element Entries (PAY_BEE_SS).
  3.  Search for the existing batch.
  4.  Enter assignment and specify element.
  5.  Effective Date is not defaulted.
  6.  Exception occurs when saving.
